When a commercial property is being sold, purchased or refinanced, a Phase I Environmental Site Assessment (ESA) is needed, to protect the owners' liability. Terwilliger Engineering can assist and provides thorough and rapid response to our clients' needs regarding environmental history of properties in support of transaction timeframes. The Phase I ESA is completed in accordance with American Society for Testing and Materials (ASTM) standard E1527-21.
Terwilliger Engineering is a qualified contractor (ID #1438) with the Florida PRP, and we're able to help property owners with important tasks such as State funding eligibility determinations and Low-Scored Site Initiative (LSSI) State-funded cleanup. We contract directly with the State, so the property owners or responsible parties gain the benefit of petroleum cleanup without having to spend significant dollars.
When a Phase II ESA or complete site assessment are needed, we align subcontractors to conduct the needed subsurface utility locating, drilling, and analysis of samples. We conduct the sample collection in compliance with applicable regulations, and include subcontractors who are properly certified, to provide accurate and defensible data. Upon receipt of the results, we prepare a clear and concise report summarizing the data, including appropriate conclusions and recommendations.
UST and AST removal is required to be completed by a Florida licensed Pollutant Storage System Contractor (PSSC). Terwilliger Engineering can align the appropriate PSSC for the project, and handle the oversight, sampling and reporting to complete the removal and get the regulatory case closed.
Various permits may be required for YOUR environmental project. We know the permitting requirements and regulatory structure to work through, to obtain permits quickly and implement and monitor the appropriate parameters to meet reporting requirements. Whether the needed permits include Right-of-Way (ROW) permits, National Pollutant Discharge Elimination System (NPDES) permits, Air permits or building permits, we handle the permit applications, monitoring and reporting.
